Since the 1970s the Baltic Sea Region has been considered a model for its innovative solutions to environmental problems. Major geopolitical changes in the region in the late 80s and early 90s led to a comprehensive drainage area approach to environment and development issues. Such an approach is demonstrated by the development of the HELCOM Joint Comprehensive Environmental Action Programme (JCP), the Vision and Strategies Around the Baltic (VASAB) 2010, and the Agenda 21 for the Baltic Sea region (Baltic 21) emerged.

In 1994 UNEP/GRID and the Consultative Group on International Agricultural Research (CGIAR) initiated a joint project on the use of Geographic Information System in agricultural research. Designed to support the CGIAR centres in developing the GIS capacities, the project aimed to promote the interaction and efficient transfer of GIS technology and the applications between the CG and UNEP centres and clients. One of the results of this project was the publication of this report.

In 1994 UNEP, in co-operation with GRID-Arendal, initiated a program to support environmental assessment, reporting and data management capacities in countries with economies in transition in Central and Eastern Europe. This program was part of UNEP's global Environment and Natural Resources Networking (ENRIN) program, which is a direct follow-up of Chapter 40 of Agenda 21 (information for decision-makers) that stresses the general lack of capacities at national and international levels for collecting and assessing data, processing it into adequate environmental information and disseminating it among its users.

In March 23-24, 1995 government representatives from Estonia, Latvia and Lithuania as well as representatives from various international organizations participated in the workshop National Environmental Reporting Needs and Capabilities in the Baltic States: the Roles of Information Networks, Information Centres and GIS held in Jäneda, Estonia. The workshop was organized by GRID-Arendal in co-operation with the Estonian Environment Information Center as part of UNEP's Environment and Information Network (ENRIN) programme for countries with economies in transition in Central and Eastern Europe.
