Little evidence links commercial forestry with poverty reduction. But community forest enterprises, especially those that are democratically run, are perceived to have brighter prospects. Forest law compliance is attracting increased attention in the international forest policy arena as significant volumes of timber are illegally felled, processed and traded every year. Illegal logging and associated trade are a complex issue with far-reaching environmental, social and economic consequences. Various stakeholders at the local, national and international levels are making efforts to address the issue.

This report shares field experience and lessons in developing incentive-based mechanisms for watershed protection services and improved livelihoods at micro- and macro-scales at three locations in Himachal Pradesh and Madhya Pradesh. The process, progress and problems in the three sites, and the initial findings, are presented. Key lessons are discussed and specific recommendations made.

As this study documents, the charcoal industry is one of the largest in Malawi; if the product was exported, the annual foreign exchange income to the country would fall somewhere between that of tea and sugar. Charcoal is therefore a product with a very large domestic market, yet whose production is treated variously as either non-existent or illegal. The question that we hope this report stimulates as the core of a lively debate among government officials, parliamentarians, interested parties and the general public is simple: "How do we want to produce this product to meet market demand in a better manner?"

Although Bolivia is one of the countries with the most water per capita in the world, and demand is about 1% of supply, localised water scarcity continues to breed conflicts. Despite many attempts at integrated watershed management, there have been few successes. Projects have rarely focused on improving efficiency or managing demand. Management has usually been through top-down laws and regulations, few of which have succeeded. This report assesses whether market tools can improve watershed management, and the livelihoods of watershed residents. It describes the studies commissioned as part of the analysis, what they were intended to assess, and their findings. The report concludes by offering lessons learned for negotiating fair deals for watershed services in Bolivia.

Indonesia, like many countries, faces growing problems with water. Concerns include floods, low dry-season flows, sedimentation, contamination from run-off, and rising demand among competing end-users.

The reliability of water supply in the Caribbean varies between islands, but it is consistently the poor who receive the worst service. The problem is compounded by widespread soil erosion throughout the Caribbean, which has major impacts on the quality of water supply and watershed fertility.

Fire management is an essential part of sustainable forest management. This publication complements the Global Forest Resources Assessment 2005 (FRA 2005) as an in-depth thematic study on the incidence, impact and management of forest fires in different regions of the world. This paper reports on the results from a household survey of forest resources use in the north-central regions of Namibia (NCR), focusing on the four relatively densely settled rural areas, which also include several small rapidly developing urban nodes. The paper aims to address the concern that both poverty and economic development are increasing and driving over-utilisation of forest resources. We examined current levels of utilisation of forest resources at a household level and applied a dynamic modelling approach in order to develop policy pointers that can maximise poverty alleviation and conservation benefits as Namibia develops
