Many countries are experiencing problems in properly managing hazardous wastes. Developing countries in particular are faced with a shortage of skilled personnel to deal with such issues as excessive local generation of waste, illegal import, improper disposal, and clean-up of pollution.

Three international bodies have now joined forces to produce a resource pack that allows national educators and trainers to substantially improve the quality of the education and training they can offer local managers and decision-makers. The pack consists of a carefully structured set of 26 presentations on key regulatory, institutional, social and technical aspects of hazardous waste management.

The introductory note to this Resource Pack stresses that the prevention of waste is the first priority for a manager, and accordingly a significant part of the material is drawn from UNEP's successful Cleaner Production Programme. Links are established to allow users to locate additional training material on this subject. There follows a chapter on strategies for hazardous waste management including assessment of generation and health risks. A sequence of chapters then deals with key issues of regulation, handling, transport, treatment and safe disposal.

The Resource Pack was compiled using the input of a wide range of experts, including the ISWA Working Group on Hazardous Waste, members of the Pacific Basin Consortium for Hazardous Waste, and individual national experts.

The project was made possible through the support from sponsors such as the waste management companies AVR, Indaver, SITA and Trienekens, the environmental consultancy ERM and the Centre for Environmental Control and Waste Management at Imperial College, London.
