Since the 1970s the Baltic Sea Region has been considered a model for its innovative solutions to environmental problems. Major geopolitical changes in the region in the late 80s and early 90s led to a comprehensive drainage area approach to environment and development issues. Such an approach is demonstrated by the development of the HELCOM Joint Comprehensive Environmental Action Programme (JCP), the Vision and Strategies Around the Baltic (VASAB) 2010, and the Agenda 21 for the Baltic Sea region (Baltic 21) emerged.

These and other such initiatives aimed at improving the environmental health of the Baltic Sea and securing long-tem sustainable ecological and economic development for the people and the countries within its drainage basin emerged.

This report presents the issues discussed during the expert seminar Needs and Approaches to Improve Access to Environmental Information for Transboundary Decision-Making in the Baltic Sea Region on September 18, 1997 in Stockholm. The report highlights the needs of the region to develop a monitoring and information system to effectively improve access to information and to monitor progress towards sustainable development on a regional/transboundary scale.
