In 1994 UNEP, in co-operation with GRID-Arendal, initiated a program to support environmental assessment, reporting and data management capacities in countries with economies in transition in Central and Eastern Europe. This program was part of UNEP's global Environment and Natural Resources Networking (ENRIN) program, which is a direct follow-up of Chapter 40 of Agenda 21 (information for decision-makers) that stresses the general lack of capacities at national and international levels for collecting and assessing data, processing it into adequate environmental information and disseminating it among its users.

This report presents an overview of the status of environmental information in the Russian Federation, with an emphasis on the federal level and with special reference to the needs and problems of integration and harmonisation of national environmental information systems. The report is based on research carried out from September to November 1994 and updated in 1995. Information was obtained primarily though interviews with local experts in the fields of generation, use and/or dissemination of environmental data and an examination of published information.
