This manual presents training resource materials for one of the core elements of integrated environment and development decision-making - environmental impact assessment (EIA).There has been a generation of a large number of training manuals and materials by bilateral, multilateral, UN organizations and other development assistance organizations. Those lacked coherence and consistency, relevance to developing country needs and realities, clear objectives of what the courses intended to achieve, follow-up action, and viewing the course as part of a long-term programme for enhancing the capacity of countries in EIA.Training courses and programmes in EIA provided by various international development assistance organizations resulted in most cases in confusing signals in recipient countries. This was mainly due to lack of coordination of training programmes; heightened expectation from the results of such training programmes, irrelevance to recipient country needs, social and cultural backgrounds, level of economic development, and institutional, financial and human resource capabilities; and the non-involvement of the recipient country practitioners and technicians in the design of such programmes.The TRM represents a departure from earlier approaches in the sense that it does not provide an already designed training course or a programme for a specific target group in a particular country; but rather a tool for trainers to assist them in preparing training courses targeted for specific groups and relevant to existing political, social and economic climates and development priorities in the country in question. It represents the starting point for a comprehensive programme of training to support capacity building for sustainable development. |
