This paper illustrates how a facilitating role by government has allowed various community-based initiatives to take place in the miombo forest. Given appropriate rights and access to benefits such that they could effectively assume their responsibilities as forest managers, two communities met the challenge of achieving sustained, effective control of the use of the forest.
