This video film focuses on an unprecedented event in West Africa: the organisation of a 'Citizens Jury on Genetically Modified Organisms (GMOs) and the Future of Farming'. This citizens' space fo democratic deliberation was held in Mali and was organised by the local government,- the Assemblee Regional de Sikasso-, with the support of IIED.
The video film describes the process whereby malian farmers considered expert evidence on the pros and cons of GMOs, cross-examined specialist witnesses, situated new knowledge in the context of their own understanding of farming, and developed policy recommendations that took into account gender and types of farmers (large, medium small). The film also shows the importance of communication in development. Seven local radio stations were part of a process designed to broadcast the event in real time to a wide audience. Media involvement and other aspects of the citizens' jury design ensured that marginalised local voices were linked into decision making on biosafety and agricultural policies. Last, the outcomes of the farmers' democratic deliberations are highlighted along with the wider debates which this citizens' jury elicited in Mali. |

This report draws lessons from experience of using legal processes to secure local resource rights within the context of foreign investment projects in Africa. Security of local resource rights is a major challenge in many parts of Africa. The analysis of relevant law reveals that resource rights associated with more powerful interests (foreign investment) tend to enjoy greater legal protection compared to those held by local resource users. However, legal tools accompanied by adequate capacity-building efforts can help redress this imbalance and strengthen protection of local resource rights. By increasing local resource control, effective use of these tools can help disadvantaged groups gain greater control over their lives (“legal empowerment”). The report will be of interest to development lawyers, development practitioners working at a macro-planning level, and researchers. The report sets out the case for taking law seriously as a tool for empowerment and positive change, it also argues that designing and implementing legal tools that deliver positive change depend not only on sound legal thinking, but also on tackling power relations and other social, cultural, political and economic factors that affect the way the law operates in practice. The report also contributes to ongoing debates on the relationship between law and power, through developing a conceptual framework and through linking this to the empirical analysis of law and power issues within foreign investment projects in Africa |

This paper examines the policies and practices of the Ethiopian and Tigray Governments in response to environmental issues in the framework of development, and compares these with endogenous efforts to address these same issues. The differences in perception are highlighted. When the Government tries to integrate environment and development, environment is perceived primarily as something to be protected, although these perceptions are gradually changing. In local perceptions, environment and development are inextricably intertwined. The issue of perception is important, as it influences the nature of dialogue between stakeholders. Divergent perceptions can lead to misunderstandings, miscommunication and disregard of the priorities and insights of key stakeholders. The paper takes a closer look at some good local practices in environmental management, and extracts lessons that could guide environmental policy and its application in Tigray Region. |
