This paper’s background is the debate between proponents of pro-growth policies - developed under the form of structural adjustment from the 70s until early 90s - and those advocating poverty reduction strategies, culminating recently in the introduction of Poverty Reduction Strategy Papers (PRSP) in 1999.

The report is an account of a sensitization and awareness creation workshop organized for English Speaking African Parliamentarians between 30 April and 2 May 2002 in Nairobi Kenya. This a report of the seminar held in Fukuoka, Japan in October 2001. The UN-HABITAT Fukuoka office in collaboration with the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) organized the seminar which looked into various issues affecting securing land for the urban poor.
